In development of leaders, power and authority should be differentiated. Power is developed efficiency to achieve possibilities, while authority is a legal right (opportunity) to direct and demonstrate power.
COMMENTARY
Power what you can do but authority is how you direct your abilities! A powerful man who lacks authority will be reduced to a powerful slave I.e until power is directed into use power will be ineffective.

"GOD GIVES POWER WHERE AUTHORITY IS EXISTING"

He gives bread to a chef and seed to a farmer; two strategic administrators!

"AUTHORITY REWARDS POWER"

Giving your leaders a project rewards their efficiency rather than just a celebration...
